Introduction
GDI Training & Employment Policy Changes
In 2006 Gabriel Dumont Institute Training & Employment was established to provide the Métis in Saskatchewan with training & employment services. GDI T&E falls under the parent umbrella organization of the Gabriel Dumont Institute of Native Studies and Applied Research. There is service delivery sites established in 11 communities across the province. Each service delivery site is staffed by employment counselors to provide services to our Métis clients.
In partnership with Dumont Technical Institute, Saskatchewan Highways and Infrastructure, the Saskatchewan Apprenticeship and Trades Certification Commission and Human Resources and Skills Development Canada, GDIT&E is proud to announce the opening of our Apprenticeship Office located at 917 22nd Street West.
- To increase Aboriginal peoples participation in apprenticeship and trade related employment
- Initiate and develop partnerships within industry
- Support both the employer and apprentice through to journeyperson status
ASETS
In 2010, Gabriel Dumont Institute (GDI) signed the new Aboriginal Skills Training & Employment Strategy (ASETS) for a 5 - year term that expires March 31, 2015. GDI continues to empower the Métis people of Saskatchewan by improving their educational and employment futures. The new ASET strategy is to focus on the following areas for increased measurable outcomes:
- Target Demand Driven Focus
- Increased Accountability & Transparency
- Increased focus on Partnership development
The following four programs are eligible under the ASETS strategy:
- Individual Sponsorship Program (ISP)
- Wage Subsidy Program (WSP)
- Student Work Experience (SWE)
- Apprenticeship Subsidy Program (ASP)
Individual Sponsorship Program (ISP) Updated
The Individual Sponsorship Program is designed to assist clients to obtain the skills required to advance their present position or obtain quality employment in their chosen field. GDI directly sponsors individuals to attend training programs through Individual Sponsorship Funding to enhance their employability skills. All Individual Sponsorships have a basis in developing skills through further education. Individual Sponsorships initiatives will always include a recognized and accredited education or training component.
The guiding principles behind Individual Sponsorship Program are to provide clients with support to attend recognized provincially or federally accredited Institutes and to fund clients to attend courses that will help them achieve long-term employment.
Wages Subsidy Program (WSP) Updated
This program is designed to assist Métis individuals to enter or return to the workforce by participating in a practical work experience. It is generally considered that the employer is preparing the trainees for the labour market by utilizing and enhancing their skills.
The Wage Subsidy Program provides employers with a wage subsidy to hire Métis individuals for full time employment for a maximum of 26 weeks. The objective of the Wage Subsidy Program is to assist Mètis individuals to make the transition to career-related employment and provide him or her with marketable skills and experience that will likely lead to long-term employment. The objective of this program is to give priority to Métis individuals who have not made the transition into the labour market, do not have any work experience or not enough career-related experience or who have a barrier impeding them from moving into employment. This program encourages employers to hire Métis individuals.
Student Subsidy Program (SSP) Updated
The main principle behind the Student Subsidy Program is to encourage employers to hire Métis clients, thus providing these clients with valuable work experience. This is achieved by subsidizing positions they would otherwise have difficulty obtaining due to employment barriers.
The Student Subsidy Program offers a wage subsidy for employers hiring clients during the year, usually over the summer months. The program is designed to create employment opportunities for secondary and post-secondary clients.
Apprenticeship Subsidy Program (ASP) New
This program is designed to assist Mètis individuals to secure apprenticeship positions with employers to help them develop marketable skills and experience with a plan leading to journeyperson status.
The Apprenticeship Subsidy Program provides employers with a wage subsidy to hire Mètis individuals for full time employment for a maximum of 52 weeks. The objective of this program is to give priority to Mètis individuals who have not made the transition into the labour market, do not have any work experience or not enough career-related experience or who have a barrier impeding them from moving into employment. The program encourages employers to hire Mètis individuals.
